Unlike the Church's opponents in the United States, who remained discreetly
in the background and used other persons and organizations to do their fighting
for them, the Australian group made no bones about identifying themselves. It
was composed of prominent psychiatrists, psychologists, professors from
Melbourne University, mental health crusaders, members of the Australian Medical
Association and their obedient representatives, the civil authorities.
Leading the pack was Dr. E. Cunningham Dax, chairman of the Victoria Mental
Health Authority. In 1962, he wrote to every Minister of Health in Australia,
citing what he considered to be the dangers of Scientology. He also urged the
State Government to curb the activities of Scientologists by prohibiting their
advertising.
An interesting fact about Dr. Dax is that he attended the inaugural congress
of the World Federation for Mental Health in 1948, and has maintained close ties
with that organization over the ensuing years. In 1961, the WFMH sponsored the
publication of Dr. Dax's book, Asylum To Community, which describes the rapid
expansion of community psychiatric centres in Australia. (Garrison: Hidden Story of

LRH: In August, I wrote Kennedy and offered to help in the
space race - speeding up the IQ, straightening out pilots. This White House
has already asked us twice for presentations of Scientology and we've granted
them. They fired the fellow who asked for them. (Tape

On 13 August 1962, he (Hubbard) wrote a long letter to the White House to advise Kennedy that Scientology techniques were peculiarly applicable to
space flight and that the perception of an astronaut could be increased far beyond human range and stamina to levels hitherto unattained in human beings.
To establish his bona fides, Hubbard claimed to have coached the 'British Olympic team', producing unheard-of results. He added that he had been fending off
approaches from the Russians for years, ever since he was offered Pavlov's laboratories in 1938. The first manuscript of his work had been stolen in Miami in
1942, the second in Los Angeles in 1950 and 'only last week' Communist interests had stolen forty hours of tape containing the latest research work from the
Scientology headquarters in South Africa.
Although he was convinced that there was a growing library on Scientology in Russia, fortunately the Russians did not yet have the advanced knowledge that would
be applicable to the space programme. All the US Government need do, he said, was turn over anyone needing conditioning for space flight and Scientology would
do the rest. Each man would need processing for about 250 hours and the cost would only be $25 an hour, with the possibility of a discount for large numbers. 'Man
will not successfully get into space without us...' he warned. 'We do not wish the United States to lose either the space race or the next war. The deciding factor in
that race or that war may very well be lying in your hands at this moment, and may depend on what is done with this letter... Courteously, L. Ron Hubbard.'

In the U.S., on the heels of my informing the White House we could help
them with their fight against Communism, the Food and Drug Administration came
into every large U.S. Org in a space of 48 hours (DC, NY and LA) demanding
evidence about the E-Meter. Evidently they are trying to confiscate all
E-Meters in the U.S. This seems most peculiar that they’d want out of
existence a machine that detects Communists while they pretend to be mad about
them.
New Zealand has reinforcements en route in David and Merrill Mayo…
Another piece of good news is the Washington Tax Status. The organization
is undoubtedly going to get its Federal non-profit status after a seven years
fight.

The other governmental emergency (U.S.) was traced to the irate parents of
a student who were hammering at FDA (Food, Drug Admin.) to seize all E-Meters
and close down Scientology in the U.S. The matter is being fought but 35 Mark
IVs are held up in Customs in the U.S. on FDA orders. The FDA has been trying
for years to halt our meters.
The whole disgraceful Johannesburg mess was caused by Rock Slammers. They
were two in number – Senogles and van Niekerk. But the tide turned with the
arrival of Quintin Schnehage as Assoc. Sec. At Johannesburg, backed a week
later by Joan Oberholtzer as Technical Director.
With all this I’ve been auditing my head off getting data for Routine
3-21, the Twenty-One steps to O.T., and gave up lecturing this week to get it
into HCO Bulletin form. About half of the pcs were running into goal finding
and listing trouble which was solveable only by individual handling or several
procedures. I’ve gotten this all under one run-down with only one of 21
steps varied for the rougher case, so I feel we’re way ahead on this now. (Chronology

In a
communication to an Ohio scientist who was thirsting for Hubbard's blood, he (Oliver
Field) wrote: "We notice in copies of correspondence you enclosed that Dr.
Milstead of the Food and Drug Administration has indicated that investigation is
going forward so far as the device the 'E-meter' is concerned, and perhaps that
activity is the only immediate hope of achieving any interference with the
activities of the Scientologists."
At the time Field wrote the letter just quoted, the FDA already had a secret
agent named Taylor Quinn enrolled in the academy of the Founding Church of
Scientology in Washington. His assignment was to entrap the Scientologists by
gathering material that would purport to show that the E-meter was used to diagnose and treat disease. (O. Garrison, Hidden

The federal judicial machinery which was intended to crush Scientology was
set in motion when FDA filed in the U.S. District Court what is called a
"libel of information" praying for the seizure and condemnation of the
E-meter.
On the strength of that libel and without any kind of adversary hearing or
prior notice of violation, judge William B. Jones ordered a warrant to be
issued. Accordingly, the court clerk issued a warrant authorizing the arrest of
the meters. ...
Although in their libel of information, the FDA did not ask for seizure or
condemnation of alleged labelling - that is, literature - when the warrant was
issued, it also authorized the arrest of "an undetermined number of items
of written, printed or graphic matter". (O. Garrison, Hidden
