...For those fortunate enough to have been there at the time it must have seemed like the dawn of a Golden Age. Some of the letters published in the booklet 'How big was Old
Saint Hill' give the flavour very clearly. People crowded in to be audited and trained on the new processes that Hubbard was developing. These were what were termed
Power Processing and were a Scientology method of achieving the state of
Clear. The first Clears were achieved by this method in early 1966 and then started to come through in
increasing numbers after that.
During this time of growth of the local Saint Hill Org, Hubbard was carefully observing the working of the 'organisation' and how it could be improved. He applied elementary
'work study' principles to it just as if it was a factory or car repair garage. From this emerged a whole series of written procedures, known as Administrative Bulletins, which
have since been bound into seven volumes and are still used extensively in the operating of Church Orgs today. These Administrative procedures became known as Admin. Tech. They
were mimeographed in green ink and are often referred to as 'Green on White'.
A selection from all the volumes was made to produce the organisation Executive Course. A businessman who today sat down and absorbed the principles and practice
expounded in that course, and then applied them in his own business, could gain considerable benefits, even if only in reducing the stress and strain he subjects himself to.
The attention that Hubbard devoted to systematising administration shows the lesson he had learned from the early chaotic days of Dianetics. As Scientology became a world
movement, the danger of it fragmenting or getting into financial difficulties were that much greater. Until then Ron Hubbard s personal authority held things together, but that
could not be relied on forever.
If growth was to continue, it needed to be on the basis of a secure organisational structure. Many of the people coming into the movement had a strong desire to help others
and change the world. The experience of the fifties showed that these qualities were not usually combined with good organisational or financial management skill. The method
of organisation he evolved was a self-controlling bureaucracy that could produce a minimum standard of efficiency with whatever resources were available to it.
More important than efficiency was the need to keep the auditing technology 'standard'. The bureaucratic structure would ensure that standard processing was delivered in all
the Church Orgs and that individual variations or other therapies were not permitted to adulterate proven Scientology and Dianetic processes....

The attack on Scientology in Britain did not reach the House of Commons until
February 7, 1966, when Lord Balniel, MP, chairman of the National Association
for Mental Health, put down a question in which he asked Kenneth Robinson, the
then Minister of Health: "In view of the scathing criticism by an official
board of enquiry in Australia into the so-called practice of Scientology, surely
the Rt. Hon. Gentleman considers it is in the public interest to hold a similar
type of enquiry in this country?"
The Rt. Hon. Gentleman (himself a former officer of the NAMH) replied that he
was prepared "to consider any demand for an enquiry", but that no such
demand had been made prior to that time.
"I am aware," he added, "that extravagant claims are made on
behalf of Scientology, which are not generally accepted, and for my part, I
would advise anyone who is considering a course of this kind to go to his doctor
first."
Health Minister Robinson was well-suited to his role both by birth and by
experience. Prior to
assuming his Ministerial responsibilities, he had been prominently active in
NAMH affairs, chairing various committees and serving as the association's

Public Investigation Section
The Public Investigation Section is formed in Division 1, Dept 3, as Section
5.
It is composed wholly of professional investigators. The section may never be
used on Ethics Section matters but may work with Ethics when an ex-Scientologist
is involved.
The statistic of the section is dual consisting of the number of cases
successfully investigated on specific projects and the number of derogatory news
stories appearing that week related to enemies of Scientology…
It will be seen that the section has all the useful functions of an
Intelligence and propaganda agency. The determination of what a project is is
simple – what agency or groups is attacking Scientology? The Section
investigates the attacking group’s individual members and sees that the
results of the investigation get adequate Legal action and publicity.
Standard intelligence procedures are used.
Public solicitation for cases of injury to the rights or liberty concerned
with that project can obtain leads. Anyone writing in a complaint is then sent a
copy of the form to fill in… The pattern of the form is based on the data
needful to get a conviction. The more fruitful of such forms are followed up by
individual investigators. These obtain the data necessary for a conviction of
the individual complained about who is a member of the attacking group.
No act which will make an investigator liable to criminal prosecution may be

Attacks On Scientology
The Third Group of Actions have been positive in stopping attacks:
G.3.1. Investigating noisily the attackers;
G.3.2. Not being guilty of anything;
G.3.6. Refunding money to dissatisfied people;
It is a curious phenomenon that the action of investigation alone is head and
shoulders above all other actions.
Thus, they are not hard to defeat providing one (A) looks for their hidden
crimes and (B) is irreproachable in his conduct himself.
These people who attack have secrets. And hidden crimes. They are afraid. I
can count several heavy attacks which folded up by our noisily beginning an
investigation of the attacker.
For years and years I have had this "hat" of attack handling. In
January 1963 I took a calculated risk and devoted my time to research. I knew we
had better get all our answers and complete our technology. But in doing so I

The calculated risk taken on 23 January 1963, has paid off.
On that date I saw that when the gun-waving Federal Marshals stormed the
Church in Washington, we were in for a series of raids and enturbulent actions
by governments.
Therefore, as the officers of the various areas can tell you, I ordered them
to fight a delaying action while I completed the research.
The strategy was this – the only thing which would ultimately win for us
was total technology. If I interrupted research to swat flies, we might lose.
Therefore I handed over most of the defense to others and speeded up research.
By working 18 hours a day on research and the rest on administrative matters,
by August of 1965 I had the full answers to total freedom.
Well, the calculated risk paid off. The ultimate "weapon" was
attained… The ultimate weapon is total freedom.

Project Psychiatry arises by the psychiatric attack on us in the US, in
Australia and now England.
These attacks since 23 Jan 1963 follow my withdrawal from heading up our
investigatory actions of attackers.
There is a conspiracy here we has gotten across the path of. Any person in
the world can be "pronounced insane", killed or assaulted and made
incompetent at the whim of any psychiatrist. Further they pretend they can
suspend civil rights!
Hitler invented the pre-frontal lobotomy to make farm zombies. LSD25 as a
drug administered to a person makes him temporarily insane. The Russians
abandoned all this realizing these "treatments" were Fascist, were
begun by the Czar’s secret police and have yet to cure anyone of anything
except life.
A psychiatrist today has the power to (1) take a fancy to a woman (2) lead
her to take wild treatment as a joke (3) drug or shock her to temporary insanity
(4) incarcerate her (5) use her sexually (6) sterilize her to prevent conception
(7) kill her by a brain operation to prevent disclosure. And all with no fear of
reprisal. Yet it is rape and murder.
They pretend some sort of government position. Lord Balneil’s Mental Health
Association has no more official status than the Plumber’s Association!
If these violations of human liberty aren’t checked we will soon see
"thought police" and an end of individual rights.
I find the material available in individual psychiatrists enormous. We do not
care about their conspiracy to rule the world even if it exists. They are no
stronger than their individual practitioners and they are weak.
We want at least one bad mark on every psychiatrist in England, a murder, an
assault, or a rape or more than one. This is Project Psychiatry. We will remove
them.

Scientology. Hubbard responds by hiring a private detective to investigate
Lord Balniel. Unfortunately the detective ran off and sold his story to the

In 1957 or ’58 Ray Kemp, not then in too good standing with Scientology
London, but in no way discouraged by us, taking the book written by two London
County Council teachers, (Creative Learning – a teachers book regarding
retarded children) was working with UK retarded children groups from a Hampstead
Health HQ of his own.
Kemp, for one reason or another, got a black eye from those like Balniel who
had a vested interest in retarded children.
Harry Thompson was not a trained Scientologist. He moved into East Grinstead
while I was in South Africa and worked with two teachers, Miss Sheila Hoad and
Miss Roberts. Someone, probably Jenss, Clerk of the EG Council, dreamed up the
"Death Lessons" scandal of 1961 which made international
"anti-Scientology" press. The story claimed the children were being
taught to imagine themselves dead. We are not sure why this was a crime as any
church does it. It is not a Scientology technique routinely.
So the two largest "anti-Scientology" messes in the UK seem to
trace back to retarded children. Balniel is mainly interested in this and it was
he who put the recent question in Parliament about an Inquiry into Scientology.
The press, uniformly and wholly incorrectly tied it all in to me personally
though at the time of the "Death Lesson" scandal I had been out of the
UK for months.

"And I was told that the first victim who was to be investigated was to be Lord Balniel, chairman of
the National Association of Mental Health."
"Mr. Hubbard would do this country a favour if he decided never to come back here again. He is one man we can afford to do without."
In early April 1966, South African newspapers carried a story stating that
leading psychologists "and other mental specialists" in Johannesburg,
Durban and Cape Town were investigating the activities of the Scientologists and
that the Psychological Association of South Africa would shortly issue its
findings. It was suggested that the report would be "quite startling".
However, the Scientologists promptly announced that investigation was a game
any number could play, and that they had set up a team of investigators to probe
the activities of certain psychiatrists practicing in Durban, Johannesburg and
other South African centres. Dossiers on some of the practitioners had already
been compiled and were in the hands of L. Ron Hubbard. (Garrison: Hidden Story of

On 7 April 1966, the CIA headquarters in the United States received a cable from an agent in Rhodesia: 'Request
traces of L. Ron Hubbard, US citizen recently arrived.' The reply confirmed that Headquarters files contained no
derogatory information about the subject, but a memo was attached giving excerpts from press reports. It
concluded: 'Individuals who have been connected with the organizations headed by Hubbard or who have had
contact with him and the organizations, have indicated that Hubbard is a "crackpot" and of "doubtful mental
background".'
LRH... bought a large four-bedroomed house with a swimming-pool in the exclusive
Alexander Park suburb of Salisbury and opened negotiations to acquire the Bumi Hills Hotel on Lake Kariba. His
plan was to use the hotel as a luxury base from which to spread the influence of Scientology.

... In an
interview in the Rhodesia Sunday Mail he said he had left his stately home in Britain on doctor's orders after a third attack of
pneumonia. 'I am really supposed to be on vacation,' he explained, 'but I have had so many invitations to invest in
businesses here and this country is so starved of finance that I have become intrigued.'
Hubbard was careful to distance himself from what the newspaper called 'the controversial Scientology movement'. It had never really been pushed in
Rhodesia, he said, and added: 'I am still an officer of the corporation that administers the movement but it is very largely
autonomous now.' (Miller:

In early May, Hubbard produced, uninvited, a 'tentative constitution' for Rhodesia which he felt would satisfy the demands of
the blacks while at the same time maintaining white supremacy. It embodied the principle of one man one vote for a lower
house, while real power was vested in an upper house elected by qualified citizens with a good standard of English,
knowledge of the constitution and financial standing verified by a bank. Hubbard was apparently convinced that
Rhodesia's black population would welcome his ideas, even though it was patently obvious that the qualifications required
to cast a vote for the upper house would exclude most blacks.
Hubbard's proposals were written in suitably
constitutional prose, beginning: 'Before God and Man we pledge ourselves, the Government of Rhodesia and each of our
officers and men of authority in the Government to this the Constitution of our country...'
Copies were despatched to Ian Smith and to Saint Hill Manor in England with instructions to forward the document to the British Prime Minister, Harold Wilson,
when Hubbard gave the word. Ian Smith's principal private secretary replied politely to Hubbard on 5 May saying that his suggestions had been passed to a
Cabinet sub-committee examining proposals for amending the constitution.
... Hubbard then wrote to the Minister of Internal Affairs asking if the investigation of his activities and background had been completed and if
he could have confirmation that everything was in order. He added a jaunty postscript: 'Why not come over and have a drink and dinner with me one night?'
This provoked a frosty response from the Minister's private secretary: 'My Minister has asked me to thank you for your letter of 5th May 1966 and to say that he has
no knowledge of his Ministry carrying out an investigation into your activities. He regrets he is unable to accept your invitation to dinner. Yours faithfully...'
...Hubbard's high profile as the 'millionaire-financier' who boasted that he could solve the UDI crisis
(*) won him few friends among Rhodesia's deeply conservative white
society. He often spoke of his willingness to help the government, pointing out that he had been trained in economics and government at Princeton, and seemed

Talk To The Saint Hill Staff & The Staff of WW
From Salisbury, Rhodesia. This is Ron:
The truth of the matter is that after I spent from April 1964 to January of
1966 putting Saint Hill together and putting in through 1965 the Seven-Division
system and writing up all of its policy letters and straightening out its lines,
I now had to know whether or not it was a workable system. But, with not being
there at all and seeing the statistics go up to this degree gave me a great deal
of confidence…
Now along with all of that, of course, before I left Las Palmas I had news
that John McMaster had flown back from Los Angeles and had been checked out
Clear. Now I knew indeed that the technical bridge was in all the way through to
Clear.
Ahead of that, largely unexplored and not vital in its technology to the
lower echelons, is of course Operating Thetan. This area is relatively unknown
and just exactly what the total potentials of an Operating Thetan are have not
been explored but I can say this, that everything that I try to say that an
Operating Thetan can do as the total limit of his ability and so forth, reads as
an invalidation on my e-meter.
Now there is also an economic situation which is very bad. Not only is there
what’s left of civilization being shotgunned from the communist areas but also
it is being mowed down from the world bank areas. In other words, the trick here
is to make a country as insolvent as possible so that it will borrow as much
money as possible and therefore that country can be made to pay back such vast
interest rates and such huge sums of money through overtaxation of its
population that somebody gets rich some place else.
Now this theory of how you depress the providency of a government in order
then to tax and more or less own the country as a whole is probably the reason
back of the African new black states, the present semi-confusion and dissolution
of the government of England which owes the World Bank 900,000,000 (pounds) and
it will owe it more and more and more and you’ll notice that whole budget was
paying back that World Bank, paying back that World Bank. Well, of course, they’ll
never pay back the World Bank and the World Bank will end up owning England.
So you have the super-capitalist shooting at civilization, you have the
super-communist shooting at civilization and between the two there is some
possibility that you might not make it, you might get disrupted on route.
Now if we can get white population, immigrants and big companies and so on
moving into Africa and if we can get with that Scientology well established in
Southern Africa, why we can then look forward to a salvage operation base, in
case the northern hemisphere’s lights go out. You just go on and take the
planet but there is a second avenue and that second avenue is possible through a
reformation of Africa and all we have to do is make sure that this civilization
of Sourthern Africa is, keeps going and keeps perpetuating itself and so forth
and we will still have Scientology in spite of something happening in the
Northern Hemisphere.
All right – there a third avenue and that avenue I will be working on in a
very few months and that is the O.T. base proper. (Chronology

At the beginning of July, Hubbard was invited to address the Rotary Club in Bulawayo. He delivered a rambling, hectoring speech telling the assembled
businessmen how they should run their country, their businesses and their lives and when it was reported in the local newspaper it appeared to be faintly
anti-Rhodesian. A couple of days later, Hubbard received a letter from the Department of Immigration informing him that his application for an extension to his
Alien's Temporary Residence Permit had been unsuccessful: 'this means that you will be required to leave Rhodesia on or before the 18th July, 1966.'
Hubbard was stunned. Up until that moment he had believed himself to be not just a prominent personality in Rhodesia, but a popular one. He asked his friends in
the Rhodesian Front party to make representations on his behalf to the Prime Minister, but to no avail. 'Smith ranted and raved at them,' he reported later, 'told them
I had been deported from Australia, was wanted in every country in the world, that my business associates had been complaining about me and that I must

Hubbard booted out of Rhodesia because of his bad reputation and
attempted meddling in local politics.

You all probably know LRH went to Rhodesia in southern Africa in the mid 1960s. He was looking to set up the first OT base in that country.
While there, he also purchased and began operating a hotel, at which he employed many people including his black friends. LRH was so outraged with
the treatment of the blacks in southern Africa that he ultimately presented a new constitution, directly to the Prime Minister, which would have given
full rights to the blacks in that country, LRH was ahead of his time. Apartheid was not only in full force, but the rest of the world, including the US Government, were either ignoring it or supporting it. For his efforts the white supremacists had LRH exiled from their country. As if that weren't bad enough, IRS agent Forsyth further rubbed salt in the wound when he described these
activities as follows: "Scientology had plans to arm 5,000 natives in an effort to take over that country"
(David) Forsyth's memorandum contained 16 pages of similar reports. As you can see - they weren't just false - they were vicious. After years and years of trying to get LRH and Scientology - the IRS really started going psychotic. Possibly the most astounding document of that period was one written during
the mid- 1960's. I'll read it to you now so you can see just how nuts these IRS officials were. The name Alfred Hubbard had come across the IRS' desk. At that point the IRS' reactive "mind equals a mechanism" kicked in.
"It is shrewd to note that since the name L. Ron Hubbard is so similar to prominent LSD advocate Alfred Hubbard, then LRH and this Alfred Hubbard must be one and the same persons. And because Timothy Leary has recently established a religion advocating LSD, then Leary may be the head of the
Church of Scientology and our L. Ron Hubbard may be getting income through Leary"
... Hundreds of such reports were sent to other governmental agencies throughout the world as well as to private groups. This was done in order to foster and fuel an atmosphere of prejudice designed to trigger all-out assaults against the religion. (David Miscavige's IAS speech, 8 October 1993)
LRH: In 1966, knowing that the world would not go on forever without war, and
knowing that it might be very advisable for us to have all of our materials in a
safe repository, I went down to southern Africa in order to establish an area
where this could be effected. What happened there is that the people of the
countries involved began to write me fan mail in floods, I appeared many times
on TV and radio, and my popularity was very great, and this could not be
confronted by a fellow named Smith, and some others, and they refused to extend
my visa. There was no more to this than that.
... I went off by myself into southern Africa to see whether or not an OT
would make good, singly and all alone, without any assistance, against the
environment around him. And I found out that he would not do too much good. But
a group of OTs would be entirely irresistible, and are necessary to carry off
this type of operation.

LRH: .. "I don't care if you tell them I was engaged in an educational
study of Rhodesia and they couldn't get me out of these fast enough and they
suddenly found out that, that's the only reason, you can say that's the only reason Hubbard's name comes up on the thing. It's because those governments down
there are scared stiff that their native populations and so on would be given an
educational administrative system and therefore they 1966, why ah they said that
Hubbard was non persona grata in that area because he was liable to do all sorts
of horrible things. Actually he's done nothing. He was simply studying the
educational basis and they all of a sudden found out that he'd do something
about educating blacks - all of the blacks around working with and so on were
all of a sudden learning like anybody else, and at that moment Boom they went up
in smoke and this just told him he was not going to have his visa renewed - he
wasn't even kicked out - just refused to renew his visa so he couldn't complete
his study. The Rhodisians don't like him. We don't know what action there is

This action has to do with the recent adventure and the current suits on the
London Daily Mail; has to do with the Newspaper Proprietors Group or whatever
you call that activity…
That a criminal act has occurred and that the publications of materials
copyrighted and classified materials have been published in this newspaper
belonging to this particular group. Now exactly what the crime would be is at
least receiving stolen goods. Now I’m perfectly prepared to put in a claim to
the police that on my return certain classified papers were missing and pursuant
to that that these classified papers … had been filched and that they were
accepted and purchased apparently by these proprietors and that they have
published them…
So therefore they did undertake to send (Peter) Younghusband to Rhodesia to
get me imprisoned or shot and then if that failed, denied re-entry into the
United Kingdom and then vilified and discredited so that the testimony would not
count in this suit. And that is a criminal offense and Sir William Carr and
Cecil King are, at the very least, accessories if not directors of these crimes.
Now that was the first datum I had on this subject in 1954 – I found out in
counting noses that the people who had done the most – twenty-one people –
who had done the most to damage Dianetics had criminal records and seventeen of
them verified; I just got tired at seventeen and said this is too many.
That in view of the fact that they have criminal backgrounds or in view of
the fact that investigation will reveal this, our investigation should therefore
go forward to the discovery of crime. Then we should act on the crime… and
then when it is acted upon – then we sue.
This is about as malicious and vicious perhaps as one could get but then you
are suing a discredited source and this would become hallmarked after awhile.
They’d say "the Scientologists must have done that because first he was
jailed and then he was sued".
And that is the policy. And then where possible – where we have discovered
a great deal of entheta coming back at us, then we intend to get this handled by
investigating it back to a criminal act by the person. A criminal act is
disassociated from the entheta of course but that’s what they are trying to
defend or something and we get that and then we put on the pressure to publicly
to have that person prosecuted for that particular act and then, when they have
been prosecuted – or are being prosecuted – or are just beautifully
discredited at that particular moment, then we serve them with a summons. ? law
and order, assault and battery or whatever they did is not of interest to us
except to discredit them and then we serve them with a suit for libel and
slander.

LRH Conference With The Investigators 17 August 1966
In 1950, I’ll give you some background history on this, I started a
Foundation. I didn’t have control of this Foundation, it was started by a
number of business men who were in who believed in human betterment, and they
began a Foundation called the Hubbard Research Foundation, Elizabeth, N.J.
At that time I wasn’t ever owning up to having done the research. I had
written a book and it had become a bestseller, and they had taken over and the
Foundation to continue the researches. I was actually at that time backing out
of the whole thing… It was riding the top of the Best Seller list throughout
the summer of 1950, it was a sellout all over the place and so I said all right
I’d give them a hand until July, and then I would have to go on and do
something that was more in my line of country, you see.
By July I found out that people were doing things with this technology which
had been released which were not necessarily harmful just terribly off beat,
messed up, and I saw that it was all about to go down the river, and the Board
at that time begged me to stress the fact that I had done the research, and the
work was basically mine, and that I should take some Administrative control for
this. Well, so I took some Administrative control.
Well, if you ever saw a shambles it had begun right at that moment, not
because I was in Administrative control but just shambles. It was so bad there
were about 4 people killed out in California, there was an effort to kidnap me,
which only my somewhat hard won knowledge of Judo and so forth got me out of –
I put two blokes in the hospital – very very adventurous. A woman sued me for
divorce to whom I was not married; she was the mistress of a scientist, an
atomic scientist, and he had been my friend, and he had died. Well anyway, to
make a long story short, she haunted me – and it was just too thick –
offices were being robbed and Oh my goodness.
By this time there were 5 of these branch offices to the Foundation – I
still had no Administrative control over this and the Boards would pass all
sorts of resolutions and spend money in all different directions – I had no
control over this, but I did have control over the fact that we were being
knocked around badly, so I went down and saw a friend of mine who was an
assistant of Hoover’s, J. Edgar Hoover, and he said "Well, Ron, I can’t
do anything for you by telling you anything about your staff, but if you give me
a list of all of your staff members of all of these Foundations, I will give you
back a list which will startle you, and tell you which ones of them are not
members of the Communist Party. I’ll give you back that list". That was
news to me, what was this? So I gave him that list that included a 1000 staff
members in these 5 organizations, and he gave me back a list and it had 257
names missing off it.
Well, he wised me up just to this point, "Communists", he said,
"are under orders to infiltrate all sorts of organizations, and you are
just getting more than your share of popularity and if they can bend this
activity over to their own uses they would be very excited about it and so
forth".
Well, I slogged through the remainder of 1951 and eventually…I had no
control of these organizations at all and they, through mismanagement and so
forth by their existing Boards, they folded up and I went off down to Phoenix,
Arizona, and I started a Scientology organization.
The name of the earlier subject was Dianetics, and you will find that is
still in useful practice, but it was basically a healing subject. We got in bad
with the healing professions because the publisher and a medical doctor, not me,
said that any two people could use it and get well instantly, and it was Walter
Winchell no less who said it was a greater development than the wheel and arch.
That wasn't me. Now these people staring attributing these statements to me.
Well, I parted company with this field because I did not want to be mixed up
with a healing activity because this was a philosophic line of research and I
ran into Scientology and the basic subject from which Dianetics was derived, and
I went on with this development down in Phoenix, Arizona, and I got the earliest
Scientology Organization put together and I had control of that and it ran
pretty well, and it has been prospering ever since.
I cam over here to England – there were several groups over here in England
that were at swords with each other – and they requested me to come over and
make peace amongst them – so I made a branch of the American Office in London
and let these groups contribute their activity to it and its gone on from 1952
in England.
Now at the time, had it not been for responsibility to other people and so
forth, I would actually very happily have pulled foot from all the
administrative actions and so forth in regard to this because it is a tumultuous
field to end all tumultuous fields. You see me right now gazing longingly and
casting sheep’s eyes at a yacht I am getting surveyed…
and you see me going out to Rhodesia…and if it weren’t for my
responsibility to other people in this matter, I myself would not have very much
to do with it. That is the truth of the matter.
But now that I have taken responsibility along this line, I am very dedicated
to certain propositions, and that is, first and foremost, the ethical
application of the technology, it must be done right. It must be used properly.
It mustn’t be used to hurt or harm people, and so on. Hence you see our Ethics
activity.
Now in 1954, I got my first clue, and this is where you start coming in, I
got my first clue as to the actual type of personality that gave us a slugging
around. Earlier in doing research on the mind, and so on, I had become a special
officer of the Los Angeles force for awhile… My beat was South Main and
Alvarado and that is the toughest district there is down there, and I got a
little insight into the criminal intelligence and then I began to find out that
I didn’t run across Communists who didn’t have a slightly or largely tainted
criminal background. This was big discovery to me… and as time has gone on I
have gotten a deeper and deeper insight into the type of personality which
raises the devil with this type of work, and it isn’t 90% of the human race,
it is a figure as small as 20%. Of that 20%, only 2 ½ % of the 100, the other
being 17 ½ %, the 2 ½% are really institutional cases. They are utterly mad.
Now when I found out that they are in the minority I began to investigate
whenever we started to take a shellacing, whener we started to be beaten around
I would get a private investigator in the area and have a look around and see
who was at this and that activity, is (it) the suits, no, but that activity of
investigation is the only thing which has tamed down attacks on Scientology. Not
even a punitive action after the investigation was concluded but just the fact
of investigation.
Now you take the Australian Enquiry which is giving us trouble right now.
That Enquiry proceeded under executives who since have really been shot from
guns by us, who would take no order of any kind…
Now this Australian Enquiry forbade – its got so many legal points – that
it forbade me to appear. It said it couldn’t guarantee my personal safety if I
appeared and testified there.
We get all sorts of weird things happening like this fellow Filson, he
grabbed some papers which are not public issue papers but which are research
materials. He sells them to a newspaper.
Now you are running down somebody who apparently is one of this original type
personality I was talking about. They are terrified and they push it forward.
You are not doing anything which is criminal, don’t you see, there is no such
action involved but the fact that you are bettering him terrifies such people.
They only approve of activities which kill men.
We had an enthusiasm on the part of the Daily Mail form trying to kick things
around.
Their man, by the way, Peter Younghusband, that they used to pull off this
coup in Rhodesia, I now find out from Tony Hitchman, the Radio Rhodesian
television, that isn’t his name. His name is something like Von der Staden or
something, and he is a South African, and he operates under an assumed name and
he is still kicking around Rhodesia.
Yesterday we saw a Scientologist Pat Webster at London HASI whose brother
Tony Webster has been causing some trouble… He said that he has seen Kenneth
Robinson, the Minister of Health, he has been trying to do things against
Scientology for ages and he will not stop...
Here’s something astonishing with regard to men with money, I finally got a
rundown on no less a person than Harry Oppenheimer. I was looking for who was
kicking over the traces down in South Africa … Now I wondered if there wasn’t
a contact between King and Oppenheimer because King is also on the Board of
Directors of the Bank of England…
But he (King) is a director with Carr of the NPA which has banned our
advertisement…
It could tie in. When I did an extrapolation of this if it were a conspiracy
it led to somebody who had an interest in Mental Healing, the Press and High
Finance, because they were able uniformly to influence income tax and treasury
departments, and influenced the Ministry of Health and influenced the policy
papers and it was so uniform and the pattern was so uniform – the attack is a
pattern, same pattern every time – that I wondered who this bloke, or blokes,
or group could possibly be. (Chronology

In the latter part of August 1966, the Daily Mail made straight the way for
certain MPs once again to raise the question of an inquiry into Scientology.
The newspaper published a lengthy article under the heading "The Case of the
Processed Woman", concerning a young woman who had been compulsorily detained in
a mental ward after having been associated with Scientologists at Saint Hill
Manor in East Grinstead.
The thirty-year-old woman had been in and out of mental hospitals (those
"nurseries of insanity", as John Reid called them), since she was
nineteen. It can therefore be assumed that psychiatric treatments had done for
her before she ever met the Australian Scientologist who, on his own initiative,
introduced her to Scientology. Nevertheless, the published account placed the
blame for her mental breakdown upon Scientology processing.
The story was not, as the Daily Mail held out, the result of a thoroughgoing
probe into the affair by its nose-to-the-trail investigative reporters. It was,
rather, based upon information made available to the paper by the patient's
mother, who was willing to expose the personal details
of her helpless daughter's condition in the public prints in order to
"get" Scientology.
In a face-saving note at the end of the account, the newspaper declared:
"The Daily Mail publishes the patient's name with the support and approval
of her family who feel that the practices of Scientology should be made fully
public."
Mary Applebey, general secretary of the National Association for Mental
Health, was quoted in the Processed Woman story as saying, "Now the time
has come when there should be a Ministerial inquiry."
Up popped Peter
Hordern, Conservative member from Horsham, to demand that the Health Minister,
Kenneth Robinson, initiate "an inquiry into the practice known as
Scientology".
In a written answer, the minister said he did not think any further inquiry
was necessary to establish that the activities of that organization were
potentially harmful.
Actually, there was not yet enough "evidence" to sustain even a
loaded-dice inquiry such as that staged in Melbourne. Accordingly, no move was
made to set up formal hearings. Instead, Robinson limited his attack to a public
denunciation, apparently hoping that the mentalhealth Amalekites would leave it

Dr. E. L. Fisher, Member for Rosettenville,
on September 30, 1966, arose in Parliament to ask Dr. Albert Hertzog, the
Minister of Health, the customary question: had his attention been drawn to a
cult being practised in the Republic under the name of Hubbard Association of
Scientologists International, and whether his department had investigated the
cult in relation to the people's health. If he had not done so, would he now
have such an investigation made?
The answer was that the Health Ministry had made a preliminary investigation
of Scientology, but that it had turned up no tangible facts requiring any
official action.
Undaunted, Dr. Fisher was on his feet again in the House of Assembly two
weeks later, asking whether the Health Minister had received further
communications in regard to Scientology, and pressing for an inquiry.
Dr. Hertzog replied that he had received only two letters from individuals, one in praise of Scientology and one against it. Until more
convincing evidence could be put forward, there was no justification for a
full-scale inquiry. (Garrison: Hidden Story of

On 22 November 1966, the Hubbard Explorational Company Limited was incorporated at Companies House in London.
The directors were L. Ron Hubbard, described as expedition supervisor, and Mary Sue Hubbard, the company secretary.
The aims of the company were to 'explore oceans, seas, lakes, rivers andwaters, lands and buildings in any part of the
world and to seek for, survey, examine and test properties of all kinds'.
Before the end of 1966, the 'Sea Org' had purchased its first ship, the
Enchanter, a forty-ton sea-going schooner. ... Hubbard asked his friend Ray Kemp to be
a part owner.
Shortly after the purchase of the Enchanter, the Hubbard Explorational Company bought an old, rusty North Sea trawler, the
414-ton Avon River, moored at Hull, abusy seaport on the north-east coast of England.
Hubbard then flew to Tangier in Morocco, where he planned to continue his
'research'.
Before being driven to the airport, Hubbard scribbled instructions for various members of the 'sea project'. One of them was Virginia
Downsborough:
'After he had gone I was given a sealed envelope with his initials on. Inside were my orders. I had to
go to Hull, get the Enchanter ready for sea and sail her to
Gibraltar for a refit. Ron gave me a list of things he wanted from Saint Hill, mainly personal possessions and clothes, which I was to bring with me. I left for Hull next
day.'
'A lot of things needed to be done before the Enchanter was ready to sail,' she recalled, 'so I lived on the Avon River,
which was moored alongside and was absolutely filthy, for a couple of weeks while the work was being carried out.' (Miller:

LRH: ... December of 1966, I concluded that I had gone as far as I could go
without taking further forthright action with our technology, and I used an
old old principle of Scientology, which consists of putting the injured member
exactly on and in the place it was injured. If you were to bump your head on a
certain door, a little bit later if you go back and touch your head against
that door, you of course will suffer the full somatic for a moment of the
impact. It has to be that exact point to produce this exact phenomenon.
And so I decided that I had better go out and contact an exact point or
two, not so much for me, but where things had happened in ages past which were
really the beginning of the demise -- or were the demise for this civilization
as it then existed. Without telling anyone about this - or what I intended to
do - I went out and took my life in my hands, you might say, and brought the
matter off. The mystery of this universe and this particular area of the
universe has been - as far as its track is concerned - completely occluded. No
one has ever been able to make any breakthrough and come off with it and know
what happened. As a matter of fact, it is so occluded that, if anyone tried to
penetrate it, as I’m sure many have, they died.
The material involved in this sector is so vicious that it is carefully
arranged to kill anyone if he discovers the exact truth of it. (Ron's Journal

A few months later, the Hon. Mr. Hordern took the floor just before
midnight to make Scientology the subject of the motion for adjournment. He
recalled that he had asked the Minister of Health on December 5 last to hold an
inquiry into Scientology.
At that time he went on, the Minister's reply was quite unsatisfactory
because "it completely ignored the considerable body of evidence that had
been laid before him by myself and others, and the great weight of evidence
produced by the State of Victoria Commission, upon the evil nature of this
organization".
Hordern, then, "with the express permission of her mother",
recounted in detail once more the story of the "processed woman". He
followed that dramatic account with a lengthy recital of findings from the
Anderson Report, and ended with yet another appeal for a full inquiry into
Scientology at the earliest possible date.
Mr. Geoffrey Johnson Smith (Conservative, East Grinstead) assured the House
members that he had received information (source and kind not disclosed)
"which would indicate that the case which we heard from my Hon. Friend the
Member from Horsham, is not an isolated example, information which would add
substance to the arguments which have been put forward".
Health Minister Kenneth Robinson still did not feel enough solid ground under
his feet to proceed with a full-dress inquiry. Once again deploring Scientologists who "direct
themselves deliberately towards the weak, the unbalanced, the immature, the
rootless and mentally or emotionally unstable", the Minister said he was
nevertheless still opposed to an inquiry. He added:
"I have not had evidence that Scientology has been directly and
exclusively responsible for mental breakdown or physical deterioration in its
adherents in this country. I nevertheless intend to go on watching the
position."
If more evidence were needed, Scientology's adversaries were resolved, in one
way or another, to supply it. (Garrison: Hidden
