In "Founding Church of Scientology v United States", the Court of Claims found
that some of the Founding Church’s money inured to the individual benefit of
LRH and family. This included a house maintained by the Church, a percentage of
the Church’s income, and other royalties and commissions. The court based its
finding of inurement on informal loans made to LRH that were never explained. (Criminal

...Tricky Dick (Nixon) finally did make it into the White House. And by then he had developed his own special
hit list of all those people or groups who had ever crossed him. Just as LRH predicted, Nixon couldn't wait to
abuse the power of his office to make his critics pay. Frustrated with the inability of the US Government to
put a halt to Scientology, Nixon instituted secret intelligence programs designed to accomplish that purpose.
A secret IRS unit known as "the special services staff" was set up to target individuals and groups it labeled
as so-called activists. The groups and individuals to be targeted by this special unit were on a list that the press
later termed 'the Nixon/IRS enemies list". And right at the top of that list were L. Ron Hubbard and Scientology.
The purpose of Nixon's IRS intelligence unit was to use any techniques
available - legal or illegal - to infiltrate groups in an effort to gather
dirt to later smear and destroy them. And if no such dirt could be found -
then create it and disseminate it widely. They were quite successful. In
fact, you can get a copy of the Nikon/IRS enemies list and review the names
of individuals and groups who were targeted.
...With Nixon finally resigning the presidency in disgrace, the IRS's problems
with Scientology were just beginning to build. They had been attacking the
Church with the purpose of destroying it for over a decade. Yet Scientology
had only grown. And the IRS was starting to lose on the legal front. They
had won the case against the Founding Church's tax exemption on a
technicality but their win was short- lived, as that Church had long since
ceased to be the mother church and the hoped-for destruction of Scientology
didn't occur. So a new strategy was in order. (David Miscavige's IAS speech, 8 October 1993)
The final push towards (South African) Governmental action against Scientology came in the
early part of 1969. A number of leading South African newspapers ran lengthy
statements "to urge, in the highest circles, an enquiry into
Scientology".
In a front-page leader, Die Transvaler said the demand for an official
inquiry had the support of church leaders, and introduced a racial note into the
issue. Scientology, it said, "has an ethical precept which is in conflict
with the Christian Ethic, and propagates an inherent liberalistic attitude of
equality of rights for all races and colours". (Garrison: Hidden Story of

... the Boss noticed that AOLA was not doing so well
under Yvonne (Gillham?), and wanted to know what was happening. She kept
sending in these reports that there were a few people that
"weren't real" on her lines.
One guy was getting on her lines trying to take her out to
"dinner" and all this kind of stuff. He said he was an
"OT VIII" from "Washington" in the "old
days". He obviously didn't know anything about Scientology
or Dianetics. He was just a plant. He was a Class B movie actor.
I was sent out on a mission to relieve Yvonne, congratulate
her for handling those guys so far, but relieve her to start
Celebrity Center. The Boss wanted her to start Celebrity Center
and sent me back to AOLA. And what I found there was this guy,
and we took care of him, and got him arrested and put in jail. We
found out he was a Class B movie actor, a thief, a compulsive
thief, and he also was observed by us calling up the
organization, AOLA, and threatening to "blow it up",
which we reported to the police. He also stole a typewriter from
the Ambassador Hotel, which we observed and reported to the
police.
They caught him for these things. They had him in jail. They
were really amazed we were so good. We were better than they were
at finding out things. So. And then, also, we found out he
"reported" from a place on Sunset Boulevard. He would
call up a psychiatrist and report to him his progress on
enturbulating the Organization and finding out what the CO was
doing and how he "scared us" and all that stuff. He was
reporting to a certain doctor of psychiatry in Beverly Hills.
Now, at that same time, there was a Station Ship out in Pac.
That was 'Neptune' or 'Aries' - one of those two - and a guy (Sea
Org guy), had gone up to the shore toilet one night ...
And two guys had jumped out of a car and put chloroformed
cotton over his nose and mouth, and stuck him in the neck with a
needle full of sodium pentathol (a hypnotic drug), and then
ordered him to run. "Just keep running." "Don't
go back to the Sea Org" and "Forget everything!"
And the guy did! He started running (it was a quicky hypnosis job
on him with a drug), and he ran down the street until he
collapsed and the police picked him up. It was at night.
So the next thing you know, they thought he was a psycho, and
sent him to County General Hospital, to the Psychiatric Ward. He
was then given another injection of sodium pentathol, taken into
a room and interviewed by two psychiatrists. One worked at the
hospital and another one that came in was from Beverly Hills.
That same one. Yes.
The interview consisted of "Where is LRH? Where are
the ships? What are missions? What missions are you doing? What
is the purpose of the Sea Org?" All this kind of stuff.
They were trying to find out intel data. This guy did not know
anything. He was just a recruit. He just gave them the standard
shore-story and he was aware enough that, when he got audited
after this, he recalled all the things that had happened to him,
after they let him come off the drugs.
And then they asked him what he wanted to do. And he said ' I
don't know. I used to work for somebody, but I don't want to work
there anymore. I want to go home to my mommy.'
So they gave him $30 to buy a bus ticket with and they sent
him out the door. And he just jumped on a local bus in LA and
came out to the FOLO there and reported - the OTL, that is - and
reported what had happened, and we gave him rest, vitamins and
Dianetic sessions and ran the incident out and got all the data
and we started checking it out.
And we found it was all true. We found the doctor's name that
had treated him. We sent a minister down, got the doctor's
record. We checked out the names of psychiatrists that were
associated in Beverly Hills. We got that name.
I sent a telegram to the doctor in the County General from the
doctor in Beverly Hills saying: 'They found us out. Get out of
town quick!' The guy in County General got out of town quick. He
left in the middle of the night. We had a minister check on that.
I knew these guys were guilty as sin. So I checked my full
staff for PDH, found two of them that read, ran them in session
and they had similar stories. They were grabbed in the middle of
the night, taken into a house, questioned, put back into the same
area they were and told then to go to sleep and go up and go to
bed and forget everything. And they did.
So, these two others were also debriefed and that was the
enturbulation that was running around the Org. We got that
straightened out, got a little campaign going against this kind
of thing, and doubled the QM guards, and so on like that.
And stats started coming right up. People got more secure
around the area because before that, these people were not on
post, you understand? They were getting dispersed. They could not
think. They could not... - one of them was in Division 6 too, so
this was really what was causing the stats of the Org to go down.
It was all these infiltrators sent against it. These agent
provocateurs like the Class B movie actor that was going after
Yvonne, and these PDH cases that were in there just
"waffling around" and being sort of dopey. (CBR-debrief from 1982)
At the same time, this guy named Bob Thomas - now remember
that: Bob Thomas. Because now we're getting into it: "Who is
inside who works for the outside, huh?" He has been, and is,
a government advisor on all the scenarios being run on the
Church. He was a psychological consultant in the Army before he
was in Scientology, and he's been working on both sides. He works
for the government and he works for the Church, and finally he
got Comm-Ev'ed by LRH and declared suppressive - (in the next few
years). But before he made those mistakes in his court cases and
so on and came to the attention of LRH and MSH, he had
successfully third-partied me to everybody, saying that - in 1968
- saying that:"What you have here is Captain Bill
hallucinating and none of this is really true, and everything is
bla , bla, bla."
Meanwhile, his telexes were going up there (to Flag) saying
that they (AOLA) should turn over these 3 people (that had been
"PDH'ed") to him, because it was all
"hallucination", and he would "take care" of
them. In other words, he would kick them out of the Sea Org and
tell them to go home and make sure that they didn't talk.
Because I had these three, we were going after the
psychiatrist in Beverly Hills for KIDNAPPING, and we actually got
to the door. I was going to take these guys over to him and walk
in the door and have them identify him, and do a Citizen's Arrest
on him. Well, the first day I went there to take his picture with
another Sea Org officer, to take his picture, so I could show it
to them to make sure it was the right guy. And he was so
frightened when I walked in the door that he fell backwards over
his desk and just sat there slobbering and gibbering. He knew
he'd been found out. And the other guy with me, he was so shook
up, he didn't even take the picture. I don't know why he was
shook up, he should have expected it, but anyway. So we made some
remark about his corporation in Las Vegas that we knew all about.
(See, we researched this guy pretty good.) And he just stuttered
and stammered and so on, and gave some kind of answer. And I
said, "I'll be back."
And I came back the next day with the actual witnesses, the
people that had been PDH'ed, and guess what? His office was
deserted. His name plaque was taken off the door. When we asked
the guard downstairs what had happened, he said the guy came in
the middle of the night, 4 o'clock, loaded everything up into a
station wagon and left. And I said, "Do you have his home
address? We have one of his patients here". And he said,
yes, here is his home address. We dashed over to his home. His
home was in a similar condition. There were signs of hasty
packing. He had blown town.
Now, that is fact. All that is documented. I have witnesses,
etc, etc, etc. These guys were doing this. Alright. Now,
that was one of the things that was levelled in recent times, it
has been the same charge, of "hallucination". And when
it was checked back by a friend at that time named Joe Lisa, it
was found that: Bob Thomas had written those words in
the"B-1" file, (that's an "intelligence
file") about me, and that those words had been used by the
GO all up until 1980 and B-1 to make sure that anything I said
was labelled "hallucination" so that the plants would
never be found out. And this is the way they work it.
Anyway, to carry on from this point in 1968, one other thing
happened, uh 1969, sorry, one other thing in '69.
A guy named John Cole walked into the Org one day and offered
to buy the OT materials for $10,000 for his business. I knew
right away he was an "agent provocateur", sent him over
to GO, and they let him go.
Two weeks later, he tried to steal the security pack from
ASHO, (which had just been set up over there), by saying that
"he worked for me" and that "I needed it for a
press interview"' and "to bring it out to a certain
location and he would take it to me". The CO over there was
no dummy. In fact, I was on the phone to him at the same time and
I was on another line, so I just told him to tell the guy, "Yeah,
we'll meet him".
And we made up a pack with a lot of "nice" words for
psychiatry and so on like that, like "screw you, you
bastards", and "fuck psychiatry" and
"psychiatry sucks" and all that stuff. And we put it in
a nice envelope with a gold band on it, labelled it
"SECURITY", "SECRET", all that stuff. And we
delivered it to the guy. And I was right across the street and I
walked over to the car, opened the door, and said "You're
under arrest, you son of a bitch".
And he was so frightened, he - I took his keys out of the car,
see, and just had his keys - and he was trying to get a gun, and
a knife, and he didn't have any with him, and he was so
frightened and flubbery and so on like that - he jumped out of
the car and tried to hit me a couple of times and I just held him
off. And then I started walking back toward the police station
jangling his keys, and he came at me again, and I just made out
that I threw them into the bushes, but I didn't. I just pocketed
them. And then he ran scrambling into the bushes and cursing me
saying, he was going to "kill me" and all this kind of
stuff. Then I just walked up the street to the police station,
jangled the keys again, and he came running like a Pavlovian dog,
and ran into the police station and said that we were trying to
steal his car. And we walked right in behind him and threw the
keys on the desk, to my friend the Lieutenant in there, that had
helped me out with various cases before this. I told him what had
happened: "Industrial espionage; this guy has tried to steal
things from us" and so on.
He said "You want him put in jail?"
I said "Yeah".
So they took him in the back and put him in jail.
And then Bob Thomas came along and let him out.
Now this was the same John Cole that's mentioned on page 64 of
Omar Garrison's book. He's a CIA agent, FBI agent, worked in the
Defense Intelligence Agency, he's a slavering psychotic.
And he was the one responsible for putting Terry Milner in
jail for "attempted assault" or an "assault"
charge - which Terry Milner never did. But John Cole is so crazy;
he went and got himself beat up and said "Terry Milner
did it". And that's how Terry Milner, who was a B-1
agent, the intelligence for GO in 1969, got blown and got out of
the post - so that the field was open - Terry Milner was a good
guy, you see - and the field was now open for Bob Thomas to run

By January 1969, Corfu traders were so alarmed by the prospect of action
being taken against the Scientologists that a delegation sent a telegram to
Prime Minister Papadopoulos submitting its 'warmest plea' for 'Professor
Hubbard's Philosophy School' to be allowed to remain in Corfu. The Secretary
General of the Ministry of Merchant Marine replied that there was 'never any
objection' to the Apollo remaining in Corfu. Hubbard, meanwhile, was promising to lavish further largesse on the island.
...
he envisaged building hotels, roads, factories, schools, a new harbour, three
golf courses, seven yacht marinas and various resort facilities, as well as
establishing a Greek University of Philosophy funded by Operation and Transport
Corporation. The headline on the front of Ephimeris ton Idisseon next day
was 'CORFU WILL KNOW BETTER DAYS OF AFFLUENCE'.
Deputy Prime Minister Patakos hastily issued a statement emphasizing that 'no
permission had yet been granted to the Scientologists to become established on
Greek soil'. Hubbard responded by announcing that his Scientology School in
Corfu would open 'within two or three weeks'. By this time Major Forte was convinced that Hubbard's intention
was to take over partial control of the island and establish the world
headquarters of Scientology and he was lobbying assiduously against allowing him
a foothold. Hubbard, on the other hand, was convinced that there was a
conspiracy and that Forte was an agent of British intelligence working a 'black
propaganda' section. He would later allege that the major had spread vicious
rumours about black magic rites being held on board the Apollo and
Scientologists poisoning wells and casting spells on local cattle.
In reality, decisions were being made at a level far above that of an
insignificant honorary vice-consul; the Greek Minister for Foreign Affairs had
lodged an official request with the UK and Australian Governments for
information regarding the status of Scientology in their countries. (Miller:

During the first weeks of 1969, however, the Scientologists
became aware that a covert campaign was being waged to discredit them and to
plant suspicion against the church in the minds of the people and local
government officials.
Upon investigation, they found that the primary source of the
rumors was a British vice-consul named John Forte. According to church spokesmen
who were aboard the Apollo at the time, Forte spread false and exaggerated
reports concerning Scientology, to the press, the Greek Security Police,
the Greek Prime Minister's office and among influential members of Curfu
society. (When Forte was later sacked from his job by the British Foreign
Office, he attributed his termination to the Apollo affair.)
Forte's efforts alone would not have been sufficient to
arouse much hostility in official quarters against the Scientologists. The
American Embassy in Athens, however, supplied Greek authorities with derogatory
information sent to them for the purpose from the U.S. Embassy in London.
The American consul in Athens, P.J. Peterson, reported to the
Secretary of State in Washington that the Greek Foreign Ministry was to make a
recommendation to the Greek Government on the church's application to remain on
Corfu and to establish a Scientology academy there. Peterson asked the State
Department to provide him with possible police or other derogatory records
concerning L. Ron Hubbard.
Responding to the serious adverse reports from the
Scientologists own government, as well as those from other sources, the Greek
Government, on March 17 ordered the Apollo to leave Corfu within 24 hours.
The New York Times reported that "the expulsion order
followed months of diplomatic pressure in Athens by U.S., British and Australian
diplomats urging Greek authorities to examine the activities aboard the
Apollo."
The ship was wholly unprepared to sail on such short notice.
Having been in port for several months, she was not seaworthy. According to
affidavits by the Apollo's engineer, officers and crew members, there were
serious problems with the ship's engines and mechanical equipment, as well as
dry rot in some of the lifeboats. To put to sea without making the necessary
repairs, meant risking the lives of all on board.
Following the Corfu incident, the Greek Government conducted
an independent investigation of the affair. Upon learning that they had been
made a cat's paw in the covert action against the Church of Scientology, Greek
interior Minister Stylianos Pattakos did the honourable thing and wrote Mr. Hubbard a note of apology. He invited the
Scientologists to return to Greece. (O. Garrison, Playing

... on January 27, 1969, Richard Crossman, Secretary of
State for Social Services, informed the House of Commons that he was setting up
an inquiry into Scientology.
To take executive action against the Church, as the Government had done, and
then to establish an inquiry to determine whether official action was justified,
recalled the Red Queen in Alice in Wonderland, who cried, "Sentence first -
verdict afterwards."
Several of the Honourable Members wondered why.
"May I inquire," asked Mr. C. Pannell, "why it is that first,
Scientology is characterised as a fraud, and then we set up an inquiry into it?
Would it not have been rather better the other way round?"
Sir G. Nabarro was puzzled by the Government's sudden about-face: "May I
now be told by the Hon. Gentleman what has caused him to relent and to change
his mind, and why he is now doing exactly the opposite of what it was
endeavoured to persuade him to do a few months ago?"
Mr. Crossman had no forthright answer to these queries, and in reply
expressed bewilderment that they should be raised, then talked around and around
the subject without saying anything.
To carry out the Inquiry, which had the broadest terms of reference, the
Government named Sir John Foster, KBE, QC, MP, Conservative Member for
Northwich.
Crossman said the Inquiry would be conducted by Sir John alone, not by a
committee and that it would not be carried out under statutory powers; therefore
no one would be required to give evidence. Moreover, such evidence as was
volunteered would be taken privately and not on oath.
"I have done this for a very special reason," explained Mr.
Crossman. "The kind of evidence we want will be from people of a nervous
nature, who will not face crossexamination or any public examination. This way
we are more likely to get them to talk than in any other form of inquiry."
To Scientologist ears this sounded suspiciously like a secret tribunal before
which lies, gossip and suspicion would be the only evidence to be heard. By
excluding press and public and allowing Scientology's enemies to make charges
unchallenged by cross-examination and unrestrained by swearing to tell the
truth, the Government had set up an Inquisition along the lines followed by
Torquemada.
Even unverified testimony from overseas countries was to be accepted.
The semi-privileged form the Inquiry was to take provoked adverse comment in
several of Britain's leading newspapers, but it proceeded as scheduled. (Garrison: Hidden Story of

The Church of the New Faith, founded in South Australia. This corporation
consisted of Scientology churches in Adelaide, Melbourne, Perth and

Early in February 1969, T. J. Stander met with Dr. Venter in Pretoria and
gave him a file of documents and press cuttings concerning Scientology. Among
the papers turned over to the MP was the draft of a motion to be made in
Parliament asking for an official inquiry into Scientology.
A week later, Dr. Venter presented a private motion in the House of Assembly
calling for an investigation into the activities of Scientology with a view to
banning the organization in South Africa.
In the three-hour debate which followed, Scientology's familiar enemies,
protected by Parliamentary privilege, spoke with militant mouths. "We must
decide," said Dr. W. L. Vosloo, Nationalist MP for Brentwood, "if this
monstrosity - this octopus - is a religion as it claims to be."
Mrs. C. D. Taylor declared that Scientology was "silly and sick"
and represented a danger to psychologically unstable people.
Nor was that all. Particularly disturbing, said Mr. L. F. Wood (U.P., Berea)
had been reports from overseas about the organization's approach to sex. South
Africa could not dismiss the situation lightly. As for the founder of the cult,
Ron Hubbard, there was ample evidence that he was an impostor and a fraud.
After the Honourable Members had roundly condemned the practices, founder,
aims and potentialities of Scientology - both in South Africa and abroad - it
was Dr. Carel de Wet's turn. Dr. de Wet was the newly appointed Minister of
Health who, unlike his predecessor, was willing to appoint a Commission of
Inquiry into Scientology because objections against the organization "have
been raised in responsible quarters". Referring to the action taken against
Scientology by the Government of Great Britain, Dr. de Wet offered his clencher:
"If Britain acts, then you must know that the hour is late." (Garrison: Hidden Story of

Inquiry New Zealand: The Commission was set up by Order in Council on February 3, 1969. Sir Guy
Richardson Powles, the New Zealand Ombudsman and E. V. Dumbleton, retired
newspaper editor were members of the Commission, with G. S. Orr as assisting
counsel.
The Commission sat for eight days, during which they heard twenty-seven
witnesses, whose testimony filled 650 pages of transcript. (Garrison:

Targets, Defense
In 19 years of continual attacks it is obvious that Dianetics then
Scientology must have lain across some concerted plan by another older group to
do something else. To analyze what the others intended, it is only necessary to
review what Dianetics and Scientology intended to do and assume the reverse.
The vital targets on which we must invest most of our time are:
T1. Depopularizing the enemy to a point of total obliteration.
T2. Taking over the control or allegiance of the heads or proprietors of all
news media.
T3. Taking over the control or allegiance of key political figures.
T4. Taking over the control or allegiance of those who monitor international
finance and shifting them to a less precarious finance standard.
T5. Generally revitalizing the societies in which we are operating.
T6. Winning overwhelming public support.
T7. Use all other similar groups as allies.
These, of course, are very long range targets. But it is what must be done to
continue the longevity of our organizations. (Chronology

Australian-Anzo Supplement
The enemy, the International psychiatric front organizations and its
"National" Mental Health chapters over the world, has the stated
ambition of dispensing with all boundaries. It is so odd to find them talking
not of cases but always of political aims that one begins to believe they have
other things in view.
Top Communist Brock Chisholm was once their International president.
"Doctor" Stoller of Victoria was also a past president.
"Doctor" Dax the Victorian inquiry has his books published by this
foreign group. We are gradually turning up more and more red cards connected to
this Melbourne mess.
Remember that I know Anzo. I once had a big share in saving its bacon from
Japan. Note please that a small Jap force could have taken the lot and didn’t.
A handful of us, months before the coming of US troops, worked like mad to balk
the Japs and change their minds.

On 6 March, Hubbard's opponents received unexpected support from the US Sixth
Fleet when a task force arrived off Corfu and a detachment of Marines set up
sentry posts around the berths occupied by the Sea Org ships apparently in order
to prevent US Navy personnel from coming into contact with Scientologists.
'Somehow it seemed', said Major Forte 'that this was a carefully planned
operation designed to bring forcibly home to the authorities the grave danger of
contamination by this undesirable cult.' Unlikely as this theory was, less than two weeks later the Nomarch of Corfu
ordered Hubbard and his ships to leave Greece within twenty-four hours. 'The old
man almost had a heart attack when he got the news,' said Kathy Cariotaki, a Sea
Org member who was on the bridge with Hubbard at the time. 'He went absolutely
grey with shock.' (Miller:

In a policy letter of March 7, 1969, a continuing ameliorating of
Ethics procedures was indicated.
"We are going in the direction of mild ethics and involvement with the
Society," Hubbard wrote. "After 19 years of attack by the minions of
vested interest, psychiatric front groups, we developed a tightly disciplined
organizational structure.
"I don't like to see my friends pushed around. We didn't know it at
the time, but out difficulties and failures were the result of false reports
put out by the small but rich and powerful, group of individuals who would
deny man freedom.
"Now that we know ... we will never need a harsh spartan discipline
for ourselves.
"It has become apparent that such duress is not necessary when one has
a technology which sets man free." (Garrison:

The
Opposition
The continual cold war needling of Russia has pressured certain elements in
Western Governments into TURNING FASCIST.
A Fascist has certain personality traits. He burns books. He seeks
"legal" means to seize any person who disagrees and hold or murder
him.
The Fascist has the delusion that ideas can be crushed by force.
Such small elements in Western governments have turned to psychiatrists as a
method of seizing, torturing and killing people. The odd picture that greets us
when we suspect our enemies, of a fascist inner-government clique with
Communists mixed up in it. The Fascists, lied to and needled by Communist
elements then act like mad dogs against the wrong targets in the society…
Communists are not attacking us. They are stirring Fascist elements up so
they will attack us.
Thus, when we investigate these actions we find fascists running death camps
and commies stirring it up. (Chronology

In exasperation, the Greek government on March 18, 1969 ordered the
Scientologists to leave Greece. In reporting the incident, the New York Times
wrote: "The expulsion order followed months of diplomatic pressure in
Athens by U.S., British and Australian diplomats urging Greek authorities to
examine the activities of those aboard the Apollo."
Not long afterwards, when the Greek authorities' own investigation revealed
the truth concerning the Scientologists, Interior Minister Stylianos Pattakos
apologized for the incident and invited Hubbard and his followers to return to
Greece.
The British Foreign Office vigorously denied that Major Forte had bad
anything to do with the spreading of rumours about the Apollo and her crew.
Nevertheless, a small item appearing in British papers on September 2, 1971
informed their readers that Major John Forte, Britain's representative for
thirteen years on the Greek island of Corfu had been sacked and would be paid
£1.000 compensation by the Foreign Office.
"The major blamed the sacking on his fight against the Scientology cult
whose leader's 'flagship' spent nine months anchored off Corfu," said the

At the time of her departure from Corfu, the Apollo informed the
port authorities that she would be making for Venice, information which was
doubtless passed to the CIA and to the Foreign Office in London, since both
the United States and the United Kingdom were anxious to keep track of the
wily Commodore of the Sea Org. But once the ship was out of sight of the Greek
mainland, Hubbard ordered a change of course. The Apollo turned west
towards Sardinia, where she was rapidly re-fuelled and re-provisioned before
heading for the Strait of Gibraltar and sailing out of the Mediterranean.
For the next three years, the Apollo patrolled the eastern Atlantic,
aimlessly sailing from port to port at the Commodore's caprice and rarely
stopping anywhere for longer than six weeks. She ventured out into the
Atlantic as far as the Azores and once put in to Dakar, the capital of
Senegal, but most of the time she criss-crossed a diamond shaped patch of
ocean bordered by Casablanca, Madeira, Lisbon and the Canaries, with no
objective other than to stay on the move.
'LRH said we had to keep moving because there were so many people after
him,' explained Ken Urquhart, who was by then the Commodore's personal
communicator. 'If they caught up with him they would cause him so much trouble
that he would be unable to continue his work, Scientology would not get into
the world and there would be social and economic chaos, if not a nuclear

nine-member Commission of Inquiry into Scientology, under the chairmanship of G. P. C. Kotze, a former
Supreme Court judge.
The other members of the Commission were, by profession and social background
persons likely to be hostile to Scientology. There were: the Rev. G. J. Davidtz,
minister of the Nederduitse Kerk, and Welfare Board executive; Professor A. J.
van Wyk, Deputy Commissioner of Mental Health and senior psychiatrist at
Weskoppies Hospital; Prof. I. J. J. van Rooyen, head of the department of Social
Work, Rand Afrikaanse University; Dr. L. van Z. Pretorius, who formerly lectured
at Stellenbosch University; Prof. G. A. Elliott, member of the Medicine Control
Board, for twenty-one years associated with the medical faculty of Witwatersrand
University; Prof. H. L. Swanepoel, dean of the law faculty at the University of
Potchefstroom; P. E. Bosnian, ex-secretary of Social Welfare and Pensions; and
Mrs. A. M. G. Maytom, career politician and former mayoress of Durban.

Treatment
I’ve been studying the stats of psychiatry and there can now be no doubt
whatever that their "treatment" is political treatment and should be
called such.
Brain operations result in total loss of body coordination…
The only precedent for such "operations" is Hitler’s action in
doing it much more lightly to 800,000 persons to make them "farm
slavery" or zombies.
Psychiatric treatment is actually psychiatric political treatment, nothing
more, to rid the world of anyone who might disagree. Insanity is now defined as
anyone who disagrees with the social autonomy.
Death camps like the one just found in Cardiff are situated strategically
over the West. Hitler at least wasn’t pretending to help anyone. He just
wanted them dead.
This was the deadly secret we in Scientology might have found out and which
made them terrified of us, ridicule us, fight us and spend over 2 million
dollars to try unsuccessfully to get rid of us.
Over the world they were running death camps.
Remember that Pavlov 1870 and Wundt 1879 invented these technologies and
every nation that used their work – Russia, Austria, Germany, Poland, has
ceased to exist…

In a letter dated May 24, 1969, to Oliver Field at AMA national headquarters,
Fred Mitten, executive secretary of the Maricopa County Medical Society (which
includes Phoenix) wrote that "some pig - er took our Scientology file.
Would you be kind enough to send us a duplicate which would include the British
newspaper clippings I have been sending you? We have a feature writer on the
Republic ready to go with a big expose." (Emphasis added.)
Of course, AMA's propaganda department was happy to oblige, and staff
associate William J. Monaghan sent a packet of derogatory material reproduced
from various publications, both British and American.
However, the projected attack on Scientology ran into an unexpected obstacle.
Apparently the expose had been undertaken without the knowledge or authorization
of the paper's executive office. When it came to the attention of the managing
editor, he "killed" the series because, he said he did not want the
paper to have to defend itself in a legal action brought against it by the
litigation-prone Scientologists. (Omar

The Report of their conclusions and recommendations was submitted to the
Governor-General of New Zealand on June 30, 1969.
Throughout the Inquiry, the Commission was mainly concerned with a number of practices which Scientology lumped together
under the heading of Ethics.
Fair Game: Any person so designated (by an Ethics Order)
could be deprived of property or injured by any means, fair or foul. He could be
"tricked, sued, or lied to, or destroyed".
It was partly on the basis of the policy reforms (see: 1969, 7.3.) that the New Zealand
Commission of Inquiry recommended that no legislative action be taken against
Scientology.
In concluding their Report, the commissioners set down a word of warning
and advice. "The commission feels that for the future Scientology should
regard as indispensable certain rules of practice. These are:
- No reintroduction of the practice of disconnection.
- No issue of Suppressive Person or Declaration of Enemy orders by any
member to any other member of a family.
- No auditing or processing or training of anyone under the age of
twenty-one without the specific written consent of both parents; such
consent to include approval of the fees (which shall be specified) to be
charged for the course or courses to which the consent is applicable.
- A reduction to reasonable dimensions of 'promotion' literature sent
through the post to individuals, and prompt discontinuance of it when this
is requested."
If the Scientologists in New Zealand would observe these rules, the Report
added, "no further occasion for Government or public alarm should arise...".
Neither Hubbard nor his followers made any objection to these reasonable
strictures, and the Church has continued to function in New Zealand without
further interference by Government authorities.
"New Zealand," a leading English Scientologist told me, "is
the only place where we have had a decent and favourable inquiry, and it is the
only place where there is no member association of the World Federation for

Within a fortnight after the ship had gone into drydock in
Casablanca in September 1969, documents reveal that the U. S. Consul in that
Moroccan port was circulating false reports about the ship and the church.

On October 29, 1969 a man who called himself "Jack Lundin"
approached the Panamanian Consul in Casablanca, Mr Romulo Zappi Pere, in
reference to the TSMY Apollo, a vessel under Panamanian Registry and owned by
the Panamanian Company, Operation and Transport Corporation Ltd., a duly
incorporated and registered company of Panama.
This Jack Lundin represented himself to the Panamanian Consul, Mr Zappi, as a
reporter from the Manchester Guardian, a British newspaper…
Mr. Zappi answered the queries of this Jack Lundin, but became alarmed when
Jack Lundin stated to him that the TSMY Apollo was suspected of smuggling
hash-hish from Morocco to France and South America, that the TSMY Apollo was
under investigation by Interpol for drug smuggling…
Mr. Warren was also informed by Mr. Ayhatt that Jack Lundin was not really a
true reporter, that he had no visible means of support, that he was from

LRH Aides Conference on "Covert Operations"... a secret briefing which L. Ron Hubbard gave to a
small group of key aides who held senior positions in Bureau 1 (the Information
/ Intelligence Bureau) of the Guardian Office. The conference was held aboard
the Apollo. At the time, the ship was berthed in
Morocco.

Hubbard studied some books on Intelligence, telling the audience about
it.
"... these are the four books which I have - and this is the fourth one. This book in its chapter
'Political Operations' describes exactly what is happening to Scientology and has been happening
to Scientology, mentioning no names - but it is just the general action. What we are being
subjected to is what is called a "Covert Operation"."
"... We are if you'll notice the campaign that is extended over 19 years - has simply been attack on
any increase of power by the - of Scientology by discrediting - and these discrediting things you will
find the whole common denominator - I studied this some years ago and I found out the whole
common denominator - everything they were doing was discredit, discredit, discredit. They actually
did know other actions of magnitudinous sort - they simply discredited."
Seems that Hubbard got hold of the book "The Art of War" (Sun
Tsu) the first time:
... "Now, here is an old book on Intelligence that was written, an old book on Intelligence written by a
Chinese, called 'The Art of War' and one part of it is about intelligence - names five kinds of
agents, and one of these kinds of agents he calls the Dead
Agent. That gives us our clue and that gives us our defense. He calls them the Dead Agent because he feeds false reports to the enemy,
and then the enemy when they find it out, kill him. This is a type of agent. This actually, Dead Agent,
is what describes each one of these birds who comes down the line and that we hear of, who
writes stories in Scientology - about - Scientology - in the press. Every one of these guys is a Dead
Agent."
... "He is trying to build up a library so he can then come around with newspaper clippings so he
can show that yesterday's lies proves today's lie. Do you see how it is? So then he's got morgues
of tremendous numbers of clippings which the organization itself has gotten into the press here and
there, and he eventually gets all these lies together and then he says well that's a big lie so that
proves the other lies. Furthermore they forward all kinds of weird things to other intelligence
organizations which are false reports. They each time bear out as false reports."

... "All you've got to do is demonstrate the falsity of such reports and the enemy won't believe them
anymore. Somehow or another we've got to work and get out of existence all of these intelligence
false reports that have been levelled against us. Do you see? That gives us an opening.
This gives us an opening, and we should simply work to have declared as false all of these reports."
... "When you start looking this over as an intelligence pattern it fits in no other category. So the guy
sails in and he tells a bunch of people around one way or the other that we're bad hats and that we
do this and we do that and then he proves it - and this is important to you - he proves this conclusively by showing that he has an intelligence report or a news clipping. Yeh but they're false
reports."
... "What I'm trying to tell you is that the enemy works from the World Federation of Mental Health on
the advisory panels of Intelligence Agencies and thus they can be parasitic to any Intelligence
Agency and they can push their little favours and reports down the line, do you see, because
they've got pals. Furthermore there is some connection between Intelligence and the newspapers
that are being brought up left and right in England..."

Covert Operations
There are two matters here of interest and the first of those is the local
campaign. I want to call to your attention, having heard the article, you told
me it was the same as Lisbon – it isn’t the same as Lisbon – it’s a
brand new pitch, utterly and brand new, whereby we’re an espionage vessel of
some kind or another and we rush money to the bank with motor cycle escorts and
it’s, just kooky, and it is so easily knocked out, there are so many false
reports in it.
Well anyway, that datum is for the birds and then that we were denied Greece
– is denied by our Greek letter – and you can just mop up the earth with
these guys – you see and it’s the voice of M.I.6 in Morocco.
As you see, it is actually – amounts to a military objective of denying us
terrain – do you see that?
Now even though Western Intelligence Services are absolutely rotten at the
top – they must be – otherwise their security would not be as bad as it is.
To have psychiatrists sit on the advisory panels of the CIA and M.I6 who meet
yearly in a conference with Russians and knowing as any intelligence –
competent intelligence officer should know – the Russians never let anybody
out of the country unless he’s KGB or a GRU.
Alright – if the enemy can invade an intelligence service to that degree
that is not uncovered – then it takes us to uncover that – then there’s
some other fact emerges – that right up at the top, along about the level of
the Under Secretary of Justice or something like this, you have a redhot – do
you see?
A Western intelligence service and so forth isn’t solid Russian. It’s
only a minority Russian otherwise they’d have the whole country. Now we at the
same time this is going along have got to make friends with the Soviets – not
to forward any of their purposes or anything of that sort – but we already
have an "in" – we are already in the process of making friends with
them because our books are being displayed in their book fairs – and I can
assure now that being Communist connected is praiseworthy rather than otherwise
throughout the West – only Communists have a say in the Press.
I also call to your attention this business of power – all they’re trying
to do is reduce our power. They must figure that we are potentially terribly
powerful. 1958 they decided that we were a threat to psychiatry. So psychiatry’s
operation at the present moment is reducing our power.
There’ve been four consecutive countries where this covert operation has
sought to deny income and technology to the country involved – by false
reports.
The Select Committee Report of the guy name Salter is a marvelous thing in
– because he said that we did what psychiatry does and that we provedly do not
do. You’ve got to get proof that we didn’t do it… Brainwashing is an
action where a man is beaten and starved for seventy days – like they do
institutions. It’s a technical action – so he’s found out in the field of
technology – and then right along with that is your absolute proof – your
documentary action – the World Federation of Mental Health, this guy is a
member of it – you take the chapter and verse that shows that he is and then
that it is in continuous communication with Soviet Russia. In other words, you

My congratulations on your splendid NAMH "election" caper. It was
brilliantly conceived and executed.
They show signs of having other masters but these can be identified. I see an
unknown now from our viewpoint:

I finally solved how the head shrinkers are able to use intelligence tactics
and people and lines. MSH found they (members of WFMH) serve on Advisory Boards
to CIA, M.I.6 etc. This gives them an inside action.
Also this means

And that the US and British govts in supporting these congresses pay for
meetings between CIA – MI6 Advisors and KGB-GRU agents every year!
Then evidence emerges that Russia no longer lets anyone out of Russia who isn’t
KGB-GRU as per the Penkowsky Papers. All trade delegates, scientists etc. who
are let out, are KGB and GRU.
So no wonder CIA and MI6 lose the war and that explains why we get in Greece
US intelligence giving false reports on us to the Greek govt, also Spain and
lately here.
Lundin was obviously MI6, the Greek and possibly Australian showed CIA. So
that’s how its done evidently. Agents of CIA, MI6, etc, get phoney data shoved
in by psychiatrists acting as advisors inside Western Intelligence who belong to
the WFMH founded by reds whose Congresses are attended by the KGB!
So somewhere, Thompson and the Australian bloke tie in with the WFMH and that
ties in with possibly the World or some Bank that ties in with Communism.
So as I see it we are in the weird position of being the only free agents and
we are inheriting, in simple self defense, the whole mess that Western security
should have cleaned up ages ago when the cold war started (1948).
In December 1969... government officials in Madrid
issued an order restricting to eight days the vessel's stay in any Spanish port.
The Sub-secretary of the Ministry of Merchant Marine revealed to two members of
the ship's crew that an official file now existed on the ship. He would not
disclose the file's contents, but indicated that the information was unfavorable

Intelligence Actions Covert Intelligence
As in the case of the Swiss Account numbers the paper "exposed"
they blew the cover of an agent. As it was you knew there was an agent near
Treasury at SH.
The enemy objective is to discredit, in our case, and then build on this a
denial of rights under law. Their first bad articles were in the New York Times
Sunday magazine section in mid 1950. Their first blast was the San Francisco
papers, Sept 1950, quoting the publisher Ceppos being critical of me (he was a
Communist, publisher of Book One) followed by the LA papers, pushed then by the
Sara Kamkesadamanov (alias Northrup) "divorce" actions, followed by
attempted kidnapping of myself. Other details were pushed into it including
murder of four and so on. This was a full complete covert operation. At the back
of it was Miles Hollister (psychology student) Sara Kamkesadamanov (housekeeper
at the place nuclear physicists stayed near Caltech) Gene Benton and his wife
– secretary of the Young Communists League.
That was a full war against Dianetics. It revived in 1951 and 1952 using the
late Don Purcell, a millionaire oil man in Kansas who received $500,000 into his
bank account the day after he threw the Wichita Foundations into bankruptcy.
Only minor skirmishes were fought until 1958 and since then the war has
hotted up. Only when we began to view this as a covert operation did we begin to
take any tricks in the game. This whole thing is the pattern of a covert
operation conducted by skilled intelligence officers.
Purcell managed to seize the whole Dianetics empire and run it for awhile. So
there’s nothing strange about Cecil King being a director of the Bank of
England and the Nats.
The Pubs Org crash, the fabulous list (Dunhill) price, etc., last year I have
always suspected as a direct attack coordinated with the Immigration ban on our
finances. But this showed (1968) an internal-external coordination of attack.
The actions to forestall infiltration, covert operations and enemy covert
data collection are all actually known as security. As mentioned above, ours is
poor. 252 out of a 1000! In 1950, the Verwood letter disappearance. Financial
planning to crash us. Enemy data possession. Harmful internal acts. 65% of WW
income from Franchise, 35% from orgs. All this adds up to infiltration at higher
levels in our orgs.
Our war has been forced to become "To take over absolutely the field of
mental healing on this planet in all forms". That was not the original
purpose.
Four countries were totally run by enemy agents in 1939, agents of Adolf
Hitler. When he struck, creating an atmosphere of confusion, these high "in
place" agents took over. Austria, Czechoslovakia, Poland and France had
Nazi agents at the top. Russia’s intelligence is patterned on the German
service. A similar situation must exist today in the West or the Security forces
would be active instead of hiring as advisors and for their personnel placement
psychologists and psychiatrists who meet annually with Russian delegates and

OBSERVATION:
We now know that the main line of attack on Scientology has been undertaken
by the people or groups directly associated with WFMH. We do not know if there
is any person or group behind the WFMH which directs them in their actions or
in their policies toward us.
MAJOR TARGET:
To keep ourselves fully informed with regard to the WFMH, persons connected
to it and the groups and persons connected to these groups, to the end result
that their actions against us can be exposed fully.
PRIMARY TARGETS:
- This action is to be done by the Asst. Guardian or D/A/Guardian for
Intelligence, if held separately from the Asst. Guardian.
- To establish, add to and keep up-to-date files containing all
information gathered.
VITAL TARGETS:
- To keep the Asst. Guardian and the Guardian WW advised as to the results
of such information and to present it in evaluated, digested form.
- To provide other Guardian Office personnel with data they can use in
their actions.
OPERATING TARGETS:
- To locate and investigate any member or group of the WFMH in your
area.
- To collect all data with regard to all such members or groups in your
area.
- To infiltrate any such groups in your area.
- To do everything to obtain documentary evidence of their attacks upon
us.
- To obtain advance information with regard to any actions or intentions
directed against us.
- To keep all information and data collected in files, carefully cross
filed.
- To do everything possible in the collection of such data.
- To do everything possible to inhibit or stop any actions directed
against us.
- To discover any third-party or dead-agent-type activities which they may
be conducting against us so that it can be corrected and handled at
once.
- To immediately investigate any attack against us in your area to find if
any person or persons so attacking are connected in any way to persons or
groups connected to the WFMH and to obtain evidence and documents to
reveal such connections.
- To make and send reports on same to the D/Guardians for
Intelligence.
PRODUCTION TARGET:
This is a continuing programme. A lot of work has been done thus far;
however, some areas have done little or nothing [missing words] should
immediately do so.
