...Ron was looking over the side of
the ship one time the Apollo - leaning on the rail, you know,
just looking out, and I came up and leaned on the rail and said: "Good
evening, sir, how's it going?" And we were out at sea
and it was early night-time and you could see the stars out
there, an over, very clear. And he said: "You know,
Captain. I have a lot of work to do out there" (pointing
to the stars). And he said: "I only have one
problem." And he said: "This body"
(pointing to his own body), and said: "It's become a
symbol." He said, "I have to figure out some
way, where I can go do my job out there and leave the body so
that nobody would be too sad about the loss of a symbol".
And I looked at him and I said: "Well, that's something I
couldn't help you with, sir. I mean, I couldn't figure out
how..." And I said, "But I understand it."
And he said: "Yes, that's why I'm talking to you, you
would understand it." But he said: "I'm not
ready yet, but in a few years I will have to do it, because there
are situations out there that I have to handle."
And it was shortly after that that he must have figured out
exactly how to do it, because that's when the ships were sold, he
moved into the US, made the technical films, the movies, the
books that he wrote, and then he went off to do his job. (Capt.

CBR: This goes into 1975, I've just got to
bring you up a year. Barbados, Trinidad and Curacao. We had
attacks in all those places.
We were able to handle most of them because these countries
are very small. We did get asked to leave a few ports and nobody
could understand why, except it was some 'pressure' from the
United States, they would "cut their foreign Aid" or
something if they did (welcome us ).
We also captured some telexes directly from the State
Department that gave these orders and these were used in a
lawsuit that LRH asked to be brought against Kissinger, the State
Department, and several other named Embassy and American consular
officials. And it was filed in the United States. An 800
million dollar lawsuit against Henry Kissinger and other
people in the State Department, who were in office at the time,
by the way.
Now, the United States Government went through a whole series
of convolutions to keep this a secret. It never appeared in the
press. And this suit will become important in the next years, so
just remember that.
That suit is now being pushed, pushed, pushed in 1975 through
the courts in the United States, trying to get somebody to open
it up, make it public, accept it, DO IT, see?
So anyway, we did a refit in Curacao and LRH decided to land
in the United States anyway. See, he never gives up his
intention. He couldn't land in the boat. He's now going to land
all the crew there. They all went in separate airplanes,
different times, different places. In all, we filtered in two or
three hundred people, mostly the foreigners first, then LRH and
MSH filtered in. Of course, they travel always on separate planes
for security. And then the last part was to get the ship all
cleaned out. Ready for sale. And he had a mission finding a hotel
in the South. There was a good climate there so he could set up
the Flag Land Base, because we were processing and training
people on the ship at that time. But now we wanted to do it on
shore where we could really expand.
And they found the FH and they bought that. Now the FH was
bought in Clearwater, as you know, in 1975 and I did the cleaning
job on it. It was nasty. After I had gotten the ship ready for
sale and left it with a prize crew, we got the FH ready.
And at that time I became aware of something LRH was
investigating in Clearwater, which was the fact that the Mafia
was interested in having gambling in Florida, and when they did
get this passed thru the legislature, (because it's illegal right
now) - but when they did get open gambling passed
thru the legislature, they had different towns selected out to be
the head gambling places and Clearwater was one of them.
These Mafia-connected businessmen and so on in Clearwater
wanted the Fort Harrison to be the first gambling casino in
Clearwater. Therefore, they didn't want it to be sold to anybody
that would keep it. And that is the source on the entire attacks
on the Church in Clearwater. All they want to do is get us to
move out of the Fort Harrison so they can have it for gambling
when they pass the law in Florida, and that is the entire source
of it. There's no other reason for those attacks. That is it. The
businessmen stand to lose a lot of money unless they can sell
that hotel to the Mafia. So LRH found this out in 1975 and the GO
kept forgetting it all the way up until 1980, I haven't heard it
mentioned then. But they could stop any attacks down there by
just letting people know that this is what it really is. (CBR-debrief from 1982)
Peter Green: .. In 1975 or thereabouts, there was a program written by
Jane Kember, ... and it
concerned control of the U.S. Missions. It was a Guardian Order.
Basically, the idea was that if the Churches were to be closed
down by losing the IRS case or for any other reason, and the
doors were padlocked, they could immediately open up the next day
by taking over the Missions and setting them up as Orgs. To this
end there were certain requirements; incorporation of the
Missions having Herbie Parkhouse be on the Board of Directors;
having G.O. people be signatories on the bank accounts and so
forth.
But the program was, basically, control of the Missions, ... and there
was a program written which was, first: Isolate (Ray) Kemp from LRH
because he has personal comm lines to Ron. Secondly: Comm Ev him
and then hold the findings over his head for ten years for good
behaviour. And then I think the sequence was Bent Corydon, Ray Kemp,
Carl Barney, Wood Shirrell, the major Mission Holders. Alan
Walter, of course, was already in trouble.
And this was a secret program that surfaced after the FBI
raid, was found under the Freedom of Information Act, and it's
part of the papers that were in the FBI's 23,000 pages of
documents or whatever. (Peter

Jacqueline Van Der Linde and others move in to Clearwater, Florida
under the cover of a front group called “The United Churches of Florida”.
Their real purpose is to establish the Flag Land Base there, which they
do. Attacks from the Clearwater community result when they learn that the
United Churches of Florida is a front for the Church of Scientology. During
this time MSH has several flaps with Pat Broeker over financial matters

which now owns all of L. Ron Hubbard's copyrights, and which has the power to
seize all rights to all trademarks and Advanced Technology, is appointed by Donald

Hubbard of the Chief Counsel's Office and from the Chief Counsel's file room, as well as from other offices within
the suite of offices comprising the Office of the Chief Counsel.

During 1975 & 1976, while Wolfe and Meisner were stealing IRS
documents, Meade Emory is the Assistant to the Commissioner of the IRS.
This is important because in 1982 Meade Emory is a co-founder of the Church
of Spiritual Technology, which comes to own all of the Scientology
copyrights after LRH’s death! (Criminal

Early in 1975, when the Apollo visited Santo Domingo
and Kingston, Jamaica enroute to the Dutch West Indies, crew members who went
ashore found that the heartell CIA story was being bruited about in both ports.
It was not surprising, then, that when the Scientologists
arrived in Curacao on February 27, the "shaft-alley wireless" had
already spread the false report concerning the CIA "spy ship."
During March and April, the Apollo cruised among the island
of the Antilles, encountering in each port the same whispered allegations
concerning the covert purpose and CIA connection of the ship.
A U.S. Department of State memorandum noted that "the
Apollo has shuttled between Aruba, Bonaire and Curacao like a circus train,
carrying entertainers, musicians, theatre groups, etc., who also double as crew
on deck, watch and kitchen duties. Groups from the Apollo have performed,
without charge, up to three shows a day, in all sections of the islands."
Very suspicious - the kind of activity that, according to the
U. S. Consul General, "has inspired speculation from the local business
community and others concerning its [the Apollo's] real purpose for being in the
N.A. [Netherlands Antilles] ... The secrecy, obvious liquidity and lack of
visible support have spurred numerous rumors deducing Apollo as a CIA or Mafia
cover, tax evasion scheme, currency manipulation center, etc."
To be sure, this list of suspicions sounds more like a
concoction emanating from the U.S. Justice Department than from the Dutch
business community, who couldn't care less about tax evasion and currency
trading. Like their counterparts elsewhere, the Antilles merchants do not ask
where their customers got their money - only whether they have enough cash to
cover their purchases.
...The security forces, on the other hand, faced no such
dilemma. The way was made straight for them by official information direct from
the U.S. Secretary of State Henry Kissinger. In an Airgram to Curacao and to
virtually every other U.S. embassy in the Carribean, as well as, significantly,
the Hague in Holland, the Secretary offered an unfavourable report about the
church and the ship.
Soon after the Apollo's return to Trinidad, her captain was
informed in a letter from the Minister of Legal Affairs in Barbados that no
person from or in any way connected with the ship would forthwith be allowed
into Barbados.
The following day, the Chief of Immigration in Trinidad
ordered the vessel to leave Trinidad, an action which the U. S. embassy reported
with satisfaction to the State Department in Washington.
There was still Curacao, the only remaining haven in the
Caribbean still open to the Apollo. But not for long. Upon their arrival in
Willemstad, the slandered voyagers learned that "someone from
Interpol" had paid a visit to the newspaper, the local chief of
immigration, and others, providing them with a report from far-off Australia,
denouncing Scientology as evil, and its adherents "sadly deluded and often
mentally ill."
That was all bad enough; but to be evil, sadly deluded,
mentally ill and CIA operatives, was just too much.
Prime Minister Evertz demanded that the "ship of
fools" be sent away from the sane and orderly shores of Curacao.
At about the same time, the government of Jamaica withdrew
its permission for the Apollo to make a landfall anywhere around that paradise
of rum, Calypso and infiltrating Cuban Communists. (O. Garrison, Playing

Robert Vaughn Young is in Washington, D.C., and sends a letter to Director of FBI Clarence M. Kelley,
requesting a meeting.
Dear Mr. Kelley:
On March 26, 1975, a representative of the world wide offices of the Church of Scientology, David Gaiman,
met with Jean Nepote, Secretary General of INTERPOL. The purpose of that meeting was reports maintained
by INTERPOL, regarding our Church and Founder, which are false and based upon conjecture. Mr. Nepote
was given documents to indicate their falsity in the hope that the matter which has enjoined our organizations
could be quickly and easily terminated. It is in this same spirit that I am writing to you.
Mr. Nepote has promised to ask the appropriate national authorities in each country involved to authenticate the documents. In the United
States, that will be the Federal Bureau of Investigation.
I have already met with James B. Clawson, Deputy Assistant Secretary of the Treasury, who is familiar not only with INTERPOL but with our request. It was he, in
fact, who recommended the March 26 meeting. Therefore, I would like him to serve as the liaison to Mr.
Nepote when the authentication is completed.
Since you can appreciate our desire to expedite this matter, I would like to meet with you this Monday, May 5th, at about 2 p.m. to present the documents in question.

"Project Horn" is devised by Greg Willardson (Deputy Deputy Guardian for Information) and the order to implement it
given to Meisner.
Its aim is to "provide a cover for PR [Public Relations] and legal for the way they obtained IRS
docs." This project further implements Guardian Order 1361, Target 6, which already provides
for the creation or a "suitable cover" to disguise the true manner in which stolen documents have been obtained
from the IRS so that the Public Relations Bureau can use them without fear of being connected to the thefts.
Meisner is ordered to steal documents concerning organizations other than Scientology. Thus,
whenever any stolen IRS documents are later released, those other organizations will also be perceived as
having received them and their publication will not point to the Church of Scientology alone. Additionally, the
project orders the theft of IRS stationery so it might be used by the GO to draft false letters from a fictitious
IRS employee disgruntled with the organization. Wolfe is tasked with the actual thefts and accomplishes them

Willardson requests the Guardian's Office World-Wide to approve an additional expenditure of funds for the excerption,
xeroxing and cross-filing of 15,000 documents stolen from the IRS. This is so that Mary Sue Hubbard and other
senior GO personnel can be advised "as fast as possible as to the IRS's intentions in regards to the
Church during the ongoing IRS tax exemption negotiations." The letter adds that "[t]his was
a valuable action in that it resulted in a more real estimate as to the IRS scene than was visable [sic] from

Mary Sue Hubbard writes a letter to her deputy, Jane Kember, on Scientology's "IRS Strategy". It states:
Our overall strategy with the IRS shall be as follows:
- To use any method at our disposal to win the battle and gain our non-profit status.
- To buy all the time we can in terms of years ... So we work to win, but also to delay as time works on our

Pam Kemp, LRH's old friend from Saint Hill days, arrives at the Apollo
for courses. She is shocked to see how much he has aged. "I saw this
figure coming on board in a big hat and red-lined Navy Cloak and I thought if
I'm not mistaken that's LRH, although he was very slow and old looking. I went
up to him and said, 'Hi, Ron.' He looked through me like he didn't know who I
was. I thought maybe he was a little deaf so I went around another way and as
he was coming towards me I said, 'Hi, Ron. How are you?' He didn't recognize
me, didn't know who I was. I thought, how weird. Later I discovered he
probably didn't see me properly because he needed glasses, but would never

The GO gets wind of a major
financial audit to be made by the IRS of the Church of
Scientology of California. Accordingly, the GO decides to
obtain as much inside information as possible on the IRS'
"line of attack". Meisner
devises "Project Beetle Cleanup" for obtaining
"all DC IRS files on LRH, Scientology, etc., in the
Intelligence section, OIO [Office or International
Operations], and SSS [Special Services Staff]".
The
project proposes the placement of "FSMs" (Field
Staff members, or agents) in the "required areas or
good access developed", and further that
"Pitts" (the code name for Nancy
Douglass - a GO agent who had infiltrated the
Drug Enforcement Agency) and "Silver" (Wolfe)
attempt to obtain employment at the Internal Revenue
Service Intelligence Division and Office of International

The Church of Scientology
brings a Freedom of Information Act suit against the IRS. Raymond orders
Meisner
to obtain information from the office of Charles Zuravin,
the IRS attorney who would be defending the FOI case.
This establishes a pattern: Scientology systematically
sues the IRS and other Federal agencies, then penetrates
the agencies' attornies' offices to steal the papers
which Scientology was trying to access through FOI in the

LRH reportedly suffers a minor stroke while the ship is in harbour in Curacao. He is rushed (by Kima Douglas) to the local
hospital, kept in intensive care for two days and then transferred to a private room,
where he stays for three weeks. (SOURCE: Bare Faced Messiah, Chapter 19--Kima Douglas testimony)
Frankie Freedman, ... had been scouring South Carolina, Georgia and Florida
for a property with a security perimeter which could be used as a staging-post
until a permanent land base was established. His 'shore story' was that he was
a representative of a phoney corporation - Southern Land Sales and Development
- which was looking to lease properties for church-organized retreats.
Early in August 1975, Freedman found a run-down motel, the Neptune, on the
shore at Daytona Beach in Florida. He contacted the owner, presented his
Southern Land Development business card, and offered to rent the entire motel
for three months. They agreed on a figure of $50,000. Two days later, Mark
Schecter arrived with the money in a suitcase.
In his cabana at the Hilton in Curaçao, Hubbard summoned Dincalci, and
told him: 'We're going to leave the ship. Get some money, go to Daytona Beach
and find me a place close to the Neptune motel. They have those condomiums all
over the place - pick up one of them.'
On board the Apollo, it was by this time common knowledge that the
Commodore was planning to return to the United States. Sea Org officers were
already making plans to get the crew ashore in small
groups through the international airports at Miami, Washington DC and New
York so as not to alert federal agencies to what was happening. Non
US-citizens were provided with return tickets and told to enter the United
States as tourists. The ship was to be left at Freeport in the Bahamas with a
skeleton crew until she could be sold.
Hubbard, meanwhile, slipped out of Curaçao on a direct flight to Orlando,
Florida, accompanied by Mary Sue and Kima Douglas. They were driven to Daytona
Beach, where Jim Dincalci had rented adjoining suites in a modern seafront
hotel a couple of hundred yards down the road from the Neptune motel. Within a
few days, the first Sea Org personnel began moving into the Neptune. None if
them was supposed to know the Commodore was living just down the road.
Hubbard seemed in good spirits in Daytona and his health was much improved.
'He was really happy, was eating well and didn't curse so much,' said
Dincalci. 'I guess it was the first time he'd been able to put himself out and
about. There were things to do and people to see. He went out and bought some
cars for the org - a couple of Matadors and a Chevy station wagon - and he
enjoyed doing that; he liked wheeling and dealing. He liked the fact that he
could see the org from where we were, but that no one knew we were there. ...' (Miller:

Gerald Armstrong is in the Intelligence Bureau [now called the Information
Bureau] of the Guardian's Office. In Armstrong's own words: "...After the
ship operation moved ashore in Florida, I was posted in the Guardian's Office
(GO) Intelligence Bureau connected to Hubbard's Personal Office." (SOURCE:

The Flag Service Organization moves ashore to temporary quarters in Daytona
Beach, Florida retiring the flagship Apollo. (CofS)
... a perfect location was found for a permanent land base, on the other
side of the Florida panhandle.
Southern Land pay the $2.3 million purchase price in cash... A few days
later, Southern Land also bought the old Bank of Clearwater building, not far
from the Fort Harrison, for $550,000, also in cash.
Reporters on the two local newspapers, the Clearwater Sun and the St
Petersburg Times, naturally began making routine inquiries about Southern
Land's intentions and were surprised to discover there were no records
anywhere of a Southern Land Sales and Development Corporation. Then a
middle-aged man wearing, it was reported, a 'green jump-suit', arrived in
Clearwater and announced that an organization called United Churches of
Florida had leased both buildings for ecumenical meetings and seminars. This
failed to clear up the mystery, because there were no records of United

The referenced source (BFM) claims that LRH approves "a Guardian's Office proposal to infiltrate agents into the US Attorney's offices in
Washington DC and Los Angeles with the specific task of providing an early warning of any legal moves against him." The source is referring
to GO Order 261175, with an issuance date of 26 November 1975. The source says this GO Order is called "Program LRH
Security," and quotes its "first priorty" as being: "Maintain an alerting Early Warning System throughout the GO N/W [Guardian's Office
network] so that any situation concerning govts or courts by reason of suits is known in adequate time to take defensive actions to suddenly

Clearwater area'. 'The overall plan is to locate opinion leaders - then, their enemies, the
dirt, scandal, vested interest, crime of the enemies (with overt data as much as
possible). Then turn this over to UC [United Churches] who will approach the
opinion leader and get his agreement to look into a specific subject (which will
lead to the enemies' crimes). UC then "discovers" the scandal, etc,
and turns it over to the opinion leader for his use. Ops [operations] can be

L. Ron Hubbard
orders the Guardian's Office to establish an "Early
Warning System" to alert him of any moves by US
Federal and State authorities against Hubbard personally.
This is to be achieved through the planting of agents in
dozens of different official bodies. The Assistant
Guardian for Information (i.e. intelligence) in
Washington, DC is ordered to "Place a separate agent
into the IRS Office of International Organizations (OIO)
(as this office has a case preparation or investigative
action going on LRH personally for income tax evasion or

Frankie Freedman found four empty apartments in a condominium complex
called King Arthur's Court in Dunedin, a small town on the coast about five
miles north of Clearwater. Hubbard and Mary Sue, accompanied by a discreet
entourage of messengers and aides, moved in on 5 December 1975. That location,
too, was supposed to remain a closely-guarded secret.
Hubbard planned to insinuate himself into Clearwater society by posing as a
photographer with an interest in taking scenic pictures for the tourist

Flag Land Base established when the Flag Bureaux and the Flag
Service Organization moved from the flagship Apollo to the Fort Harrison
Hotel and Clearwater Building in Clearwater, Florida. Here, the Flag
